CS writes to Chief PMG in protesting the transfer orders issued in ASP Cadre

Sub:- Protest against the issuance of transfer orders in middle of scholastic session in violation of existing instruction.

Respected Sir,

A kind reference is invited to C.O. Memo No. ST/24-15(2)/2013 dated 03-01-2014 and 07-01-2014.  
Recently, Shri R.K. Sahoo was transferred from Sambalpur Region to Bhubaneswar (HQ) Region and posted as ASP(I/C), Central Sub-Division, Baripada under Mayurbhanj Division at his own request vide C.O. Memo No.ST/24-15(2)/2013 dated 12-12-2013. Within a month he has again been transferred and in order to accommodate him, others have been made scape goat.
If continuance of Shri Sahoo as ASP(I/C), Central Sub-Division, Baripada under Mayurbhanj Division was violating any rule then why his request for posting against the said post was considered at the first instance? Intention of the Administrative Authority behind the transfer and posting of Shri Sahoo is definitely questionable.    
 Transfer order of others has been issued in middle of scholastic session causing problem to the education of their wards. Also the urgency with which the transfer order of ASPs, who have not completed the tenure, has been issued incurring expenditure on TA/TP when the austerity measure is in force is also questionable.
It appears to this Association that above cases of transfer, the reason of transfer is not transparent and logical and the administrative authority has been used in a wrong way to cause avoidable harassment to the members of this Association for some unknown reasons.  
But the transfer order to a Government Servant should not be issued before completion of his post tenure to his disadvantage and that to in middle of scholastic session.       
This Association is aware that transfer is an incidence of service. But the transfer order to a Government Servant should not be issued in middle of scholastic session to his disadvantage and that to before completion of his post tenure. In this case the principle has not been followed. Even the spouse ground cases have not been spared.   
Therefore, this Association requests you to re-consider the above transfer orders failing which this Association will be in a constraint to go for agitation.
