The 36th and 37th
Circle Conferences of the AIAIASP, Odisha Circle Branch Association, were held
at Bhubaneswar on 04.11.2007 and 24.01.2010 respectively. The present Circle Secretary alongwith his
team of office-bearers and executive members served two terms in office consisting
of four years since 04.11.2007. During last four years the Association has
passed through many ups and downs. Instances are there where members wore
black-badges at the initiative taken at Circle level to protest against the
apathetic attitude of the Govt. towards IP cadre on a number of issues including
upgradation of GP of IPs and payment of a pittance as honorarium for
examination related duty. At Circle level notice for sit-in-dharana programmer was
issued in connection with revision of telephone charges and other issues. In a
number of cases the Circle Administration appreciated the points raised by the
Association. Enhancement of monthly telephone charges, revision of costs for
purchasing brief case, supply of a set of FRs & SRs and Disciplinary and
Pension Rule Books, supply of Swamysnews, restoration of the post of Postmaster
Puri HO back to IP line, timely DPC for promotion to the grade of ASP, better
accommodation for some Sub-Divisional Offices are some of the areas in which
the Circle Administration acted favourably in response to the demand placed by
the Association. The Association is thankful to Circle Administration for the
same.
There were instances in which the Association
had reason to feel that some of its members were treated unfairly by the Circle
Administration. The Association brought all those cases to the notice of the
Circle Administration. The Association did not hesitate to lodge strong protest
with the Circle Administration. In all such activities, members came forward in
extending their support and solidarity.
The representatives of Circle Branch
took active part at the CHQ level. Shri S B Mohapatra was re-elected as CHQ
President in the 35th All India Conference held and Kolkata in
January 2008 and continued as such till the 36th All India
Conference was held at New Delhi in 2010. Shri Pitabasa Jena, Circle treasurer
was elected at one AGS at CHQ level in the 36th All India Conference
held at New Delhi. Odisha Circle emerged as the highest contributor on CHQ
quota on monthly subscriptions at national level during 2008-10 with remittance
of Rs.30,000/- to CHQ. On the question of merger of IP & ASP cadres, Odisha
Circle made its view emphatically clear. For settlement of outstanding issues
Odisha Circle advocated for resorting to strike as the preferred option as
prayers and petitions of the Association are ignored by the Govt. Odisha Circle
extended open moral support to Mr. Permanand in the matter of the OA filed in
the Hon’ble CAT Ernakulam Bench in connection with upgradation of GP of IPs.
Senior members and Ex-Circle
Secretaries provided their valuable guidance which helped a lot in the
functioning of the Association. A blog of the Association which is created w.e.f
29.02.2008 in the web has been instrumental in keeping the members updated with
news on service matters and on various other aspects. The blog is also used as
a powerful medium for interaction among members and other employees of the
Department.
All
these years the Association made sincere efforts to maintain good relation with
sister unions/association with the notion that the members of AIAIASP very much
belong to the fraternity of ‘working class’. The Circle Secretary made his
appearance among Gr.C Union functionaries in a number of occasions. Gestures
shown by Com. K V Shridharan, General Secretary, AIPEU, CHQ, New Delhi and Com.
Bruhaspati Samal , Com. Purnendu Kumar Dash, Com.
Gadadhar Rath of AIPEU, Gr C, Bhubaneswar Divisional Branch and Shri P N
Ranasingh, Circle Secretary, AISBCO Employees’ Union are praiseworthy.
The Association is holding its 38th
Circle Conference at Bhubaneswar on 15.01.2012. The term of the present Circle
Secretary with its team of office-bearers and CWC members is coming to an end
that day. The Association is going to get a new body of office-bearers and CWC
members. The present Circle Secretary thankfully acknowledges the support and
encouragement given to his team in past four years by the members of AIAIASP
both inside and outside the Circle, the sister Unions / Associations,
well-wishers and senior members (of Postal Officers' Association). Critiques
also deserve special thanks for their valuable comments / observation which ultimately
helped in bringing improvement in the activities of the Association.
The Association is not merely an
entity but a movement. Let the movement get going and let us make it
stronger in the days to come.
The present Circle Secretary expresses
his sincere thanks to each and all before handing over the charge to his successor (to be elected) on 15.01.2012.

I'm lucky and feel proud of being a CWC memebr in the team headed by a personality like you.You have been illustrious in your actions and thoughts all through your secretaryship.A large number of cadre members across the country admire you for that simple reason only.
Your upmanship has given new life to the association which was other wise in a comatic stage.You have earned lot of respect for the assocation from administration,the association at national level and from other Unions and assoaciations to whom you have been unimaginably acceptable.
You can think Beyond the Box. You have made sincere effort for a unified struggle for the cause of working class along with other unions at state level and even at the national level.You have earned praises from the highly respectable leaders like Com.Sridharan.
It will certainly be a challenge for the new CS to carry forward the tempo and I hope the memebrs will select a right thinking person for the job.
