Postcard Campaign-Message from GS for compliance

Message from the GS is reproduced below for compliance by those who have not yet sent the Post Card to the CS.

I reproduce my email dated 03.8.09.
In the CWC held at Pushkar, Rajasthan on 01st & 2nd August 2009, it was decided to organise postcard campaign requesting the DG, Posts to confer gazetted status to all sub divisional heads with adequate adminsitrative and financial powers.

Accordingly, all IPs and ASPs are requested to write the following text in a postcard addressed to DG Posts and send it in one cover by each division to the Circle Secretary for onward despatch to Postal Directorate in one lot.

Ad hoc promotion to PS Gr.B cadre

As per orders issued vide CO, Bhubaneswar No. ST/2-4(3)/2004/Ch.I dated 24.08.09 Sri Nrusingh Charan Das, ASP(HQ), Cuttack South Division has been given ad hoc promotion to PS Gr.B cadre and allotted to Sambalpur Region against the vacancy of Supdt, PSD, Sambalpur.
The Association congratulates Sri Das on his ad hoc promotion.

Modification of posting orders of Sri S C Sukla

Sri S C Sukla on his ad hoc promotion to PS Gr.B Cadre is now posted as DSRM, Bhubaneswar in modification of earlier orders of his posting in Sambalpur Region.
Allotment of another PS Gr.B Officer to Sambalpur Region will be made by CO later.

Supply of computers to Sub-Divisions and use of Inspector Software

As the members are aware, orders have been issued by Circle Office, Bhubaneswar through minutes of CMC meeting and reply to the agenda of the Association for supply of used computers found surplus in different POs to Sub-Divisional Heads in the Circle. All Sub-Divisional Heads in thier own interest must ensure compliance of these orders in coordination with their respective Divisional Heads.
IPs /ASPs in the Circle are requested to use the Inspector Software developed by Tamilnadu Circle in their day-to-day work so that the work of routine nature can be accomplished easily and conveniently.
The Inspector Software is available for download from the following site, a link to which is provided here.
For installation of the software, user manual available in the software folder may be followed.
All IPs/ASPs are requested to develop their keen interest to work in a computerised atmosphere with support of technological aids, otherwise they will certainly face extreme difficulty to discharge their duties.

Maligning inspectorial staff without justification

A news item repeatedly came up in OTV channel on 08.08.2009 putting the blame on Sri K S Bagh, IP Rourkela for death of one Sri Sanatan Jena, GDS MC, Uditnagar HO for allegedly causing mental pressure on him leading to his unnatural death. The agitating staff of Rourkela abused Sri Bagh thoroughly and demanded his suspension for the action he is not responsible for.

Sources close to the Association revealed that the IP Sri Bagh whose duty includes ensuring smooth transmission of mails in his jurisdiction had called for an explanation of Sri Jena for his alleged lapses in conveying the mails and had done nothing illegal or irregular which would make him responsible for his death. Further, the death was due to road accident unconnected with the duty of the GDS MC.

It is sheer insane to blame the IP for calling for explanation within his legitimate duty from his subordinate staff who allegedly found wanting in his assigned duty. If calling for explanation from a defaulting staff is regarded as a crime one wonders why should there be any need for employing a supervisory staff to carry out the administrative function. If for argument’s shake the IP had done something wrong one wonders what prevented the staff from taking up the matter at the higher administrative level for a remedy.

It has come to the knowledge of this Association that the some unscrupulous elements among the staff working at Rourkela in their usual enthusiastic approach to find a pretext to create trouble for the administration and to keep the Inspectorial staff terrorized by unconstitutional means (so that they could carry on their nefarious activities unhindered), have deliberately made the incident an issue before the media on an unjust and unreasonable ground.

The Association deeply mourns the death of Sri Jena who belonged to postal fraternity irrespective of his cadre and status and sends condolences to the bereaved family. At the same time the Association condemns the attitude and activities of the staff who being guided by their apparent uncivilized and lawlessness instinct abused and maligned the inspectorial staff who is not at all responsible for the death of the GDS MC which was reportedly caused due to road accident.

Proposal with Govt. for raising retirement age to 62 years

A proposal is reportedly under consideration by Central Govt. to raise retirement age of Civil Servants to 62 years in order to curb expenditure on retirement dues and to utilise seasoned brains in bureaucratic set-up for two years more, considering from the fact that life expectancy in India has gone up to 64 years.

Restoration of post of DSRM Bhubaneswar to RMS 'N' Division

The post of DSRM, Bhubaneswar which was hitherto diverted to CO is now restored to RMS 'N' Division as per orders issued by CO, Bhubaneswar on 07.08.2009.

Promotions, transfers and postings

Sri A K Nayak, AD(Est/Plg/WL/TO), CO, Bhubaneswar has taken over as SSPOs Bhubaneswar on 31.07.2009 A/N vice Sri P L Bhol retired.

Sri R N Pradhan, SSRM N Division Cuttack on regular promotion to JTS Gr.A is posted as SSPOs Burdwan in WB Circle. He is relieved on 05.08.2009 to take up his new assignment.

Sri Chandramani Mohapatra, ASP(LC), CO, Bhubaneswar is given ad hoc promotion to PS Gr. B Cadre and is posted as AD(Est/Plg/WL), CO, Bhubaneswar vice Sri A K Nayak given ad hoc promotion to JTS Gr.A. Sri Mohapatra has taken up his new assignment on 31.07.09 A/N.

Sri S C Sukla, ASP(OD), RMS N Division, Cuttack is given ad hoc promotion to PS Gr. B Cadre and allotted to Sambalpur Region against the vacancy of Supdt, PSD, Sambalpur.

Sri Trinath Sahoo, AD(Bldg), CO, Bhubaneswar is transfered as Supdt, CSD, Bhubaneswar. Sri Sreekant Kar, Supdt, CSD, Bhubaneswar is posted in place of Sri Sahoo. Both the officers have taken up their new assignements on 06.08.2009.

Sri Biswanath Lenka, SPOs Aska is posted as AD-I, RO, Berhampur. Sri Banchhanidhi Mishra on ad hoc promotion to PS Gr.B Cadre is posted as SPOs, Aska in place of Sri Lenka.

Posting against the post of SSRM N Division Cuttack is likely very shortly. Sri Jeeban Sahu AD(TO), CO, Bhubaneswar is the next PS Gr.B officer in line to get the ad hoc promotion to JTS Gr.A.

Ad hoc posting against one post of PS Gr.B to be made vacant on ad hoc posting of one PS Gr.B officer to JTS Gr.A is likely very shortly.

Ad hoc promotion of about 4 IPs to ASP cadre is likely very shortly.

Retirement of Sri P L Bhol

Sri P L Bhol, SSPOs Bhubaneswar retired from service on superannuation on 31.07.2009. The Association wishes Sri Bhol a happy and peaceful retired life.

Puskar CWC- Resolution for Postcard Campaign demanding Gazetted status to all sub-divsional heads.

CWC of the Association met at Puskar near Ajmer in Rajasthan on 01/02.08.2009. The CS (alongwith the CHQ President) represented Orissa Circle Branch Association. Among other things, deliberations were made about re-organisation of Sub-divisions and resolution was passed opposing the move of the Department for merger of sub-divisions and for making IPs only as Sub-Divisional heads which was believed to be intended to burden IPs with more workload and to restrict their promotional propects. It was resolved to undertake a Postcard campaign to press for the demand of the Association to confer Gazetted status to Sub-Divisional heads with adequate administrative and finacial powers so that sub-Divisional heads could control their sub-divisions effectively.
As such, all IPs and ASPs are requested to write the following text in a postcard addressed to DG Posts and send it in one cover by each division to the Circle Secretary by 21.08.2009 for onward despatch to Postal Directorate in one lot.
