Odisha announces 6 pc hike in DA for its employees

Bhubaneswar, Apr 30 (PTI) Odisha government today announced six per cent hike in Dearness Allowance (DA) and Dearness Relief (DR) for its employees and pensioners which would cost the exchequer an additional Rs 676.90 crore annually.

The increase, which would come into force with retrospective effect from January 1, 2016, has raised the rate from 119 per cent to 125 per cent, Finance Minister Pradip Amat told reporters here.

The DA was increased following approval by Chief Minister Naveen Patnaik, he said.

While total annual implication on enhancement of DA and DR comes to Rs 676.90 crore, the additional requirement of fund during 2016-17 towards the hike with effect from January 1, this year, including arrear, comes to Rs 789.72 crore, the Finance minister said.

The hike would benefit about four lakh employees and three lakh pensioners of state government, Amat said.

Government gives in to pressure, EPF interest rate increased to 8.8% from 8.7%

Giving in to pressure from trade unions, the finance ministry has agreed to increase interest rate on provident funddeposits to 8.8 per cent from the 8.7 per cent decided by it earlier.

The rollback comes after the Finance Ministry and the Labour Ministry were locked in an intense tussle over the rate of interest on EPFdeposits for 2015-16 with the former pegging the rate at 8.7 per cent, 10 basis points lower than decided by the EPFO.

The Labour Ministry sought a review of the Finance Ministry's decision after trade unions, including the RSS-backed Bharatiya Mazdoor Sangh attacked the lowering of the rate.

Finance Ministry had defended its decision to pay 8.7 per cent interest on EPF saying last year's surplus would have to be used to pay this rate.

Opposing the lowering of interest rate, as many as 10 central trade unions decided to hold a day-long protest against the Finance Ministry's decision. A Finance Ministry source said the earlier decision was based on "pure arithmetic calculation" and is aimed at ensuring sustainability of the EPFO and providing "stable returns" to its members in falling interest rate scenario.

Cancellation of PRS counter tickets through IRCTC website and through 139 (IVRS and SMS)

Purpose:
To facilitate passengers having confirmed PRS counter tickets to cancel the ticket within the permitted time limit under Refund Rule 2015.  PRS counter tickets can be cancelled through:
(i)  IRCTC website (www.irctc.co.in) or
(ii) 139
The permissible refundable amount shall be collected only at the journey commencing station or nearby satellite PRS locations defined by Zonal Railway within the prescribed time limit.
Facility Available only for Fully confirmed system tickets:
·         In normal circumstances only and not in case of late running of trains/cancellation of trains etc.,
·         Where the mobile number has been given at the time of booking the ticket.
·         Upto 4 hours before the scheduled departure of the train.
Collection of Refund Amount
·         Refund of fare amount shall be collected only at the journey commencing station or nearby satellite PRS locations defined by Zonal Railway as under:-
          (a) During first two hours of the opening of PRS counters on the next day for the tickets for the trains whose scheduled departure time is (i) between 1801 hours and 0600 hours.
          (b) Upto 4 hours after the scheduled departure of the train during the working hours of PRS counters/current counters/special counters where cancellation is permitted round the clock on the  ticketsfor the trains whose scheduled departure time is (i) between 0601 hours and 1800 hours.
(c) No refund of amount would be given after the above mentioned prescribed time limit.
Benefits:
Apart from cancellation across PRS counter, the passengers having confirmed PRS counter ticket can cancel the same within the prescribed time limit as per Refund Rule 2015 as under:-
(i). Through IRCTC website (www.irctc.co.in) (Steps how to cancel confirmed PRS counter ticket is placed at Annexure-I) or
(ii) Through 139 (Steps how to cancel confirmed PRS counter ticket is placed at Annexure-II)

CANCELLATION THROUGH IRCTC WEBSITE:              (Annexure-I)
* A new page will be given on IRCTC website (www.irctc.co.in) without any login ID for purpose of cancellation of PRS counter tickets.
* Passenger will be asked to enter the PNR number & Train number along with captcha.
* The details entered by passenger shall be validated and an OTP will be sent to the passenger to his mobile number given at the time of booking the ticket. The OTP received on the mobile will be entered by the passenger in the web page and it will be validated by the system.
* After receiving the confirmation OTP number from the passenger, full cancellation of PNR will be done and PNR will be marked as Cancelled but not refunded in the system. Seat/berth will be released and would be made available for booking both at PRS & IRCTC Website. Refund amount due will also be displayed to the passenger on the website.
* An SMS will be sent to the passenger with PNR and fare details - ”Your ticket has been cancelled. PNR, xxxxxx, Amt,xxxxx. Refund of fare amount shall be collected only at the journey commencing station or nearby satellite PRS locations as per the notified time”.
* All the Privilege/Duty pass/PTOs/complimentary pass tickets shall be allowed to be cancelled through website or through 139.
* All types of PNRs including i-tickets (after printing) and system tickets booked across counter/post office/YTSK/Go India terminals/Bank terminals etc.’ will be allowed to be  cancelled on website except the following:
(a). Circular Journey tickets and onwards tickets booked against CJT.
(b). Foreign tourists PNRs against which berth allotment has been done
(c). ATAS generated new PNR
(d). Duplicate ticket.
(e). Cluster ticket and pre-bought ticket.

CANCELLATION THROUGH 139:                                 (Annexure-II)
Rail Ticket booked through Railway Reservation counter can be cancelled through Railway Enquiry 139.  Service will be available on 139:

(a).  IVR with Agent Assistance
(b). SMS Service

(a). Cancel through 139 using IVR(Agent Assistance)

(i). Customer will call on 139 and select Option ‘6’ from IVR main menu.

(ii). IVR will ask whether it is Counter Ticket or E- Ticket. Press 1 for Counter Ticket or Press 2 for E-Ticket.

(iii). In case customer selects E-Ticket option, IVR will play a message “Currently ticket booked through Railway Reservation Counter only can be cancelled through 139. Press 8 to go back to main menu

1.      Once customer selects Counter Ticket option, call will be transferred to agent for cancellation.

2.      Agent will ask the following information from customer to process the cancellation.

a.      PNR Number

b.      Train Number

3.      Agent will retrieve ticket information from the server and confirm it with the customer.
4.      After ticket details confirmation, agent will click on “Generate OTP” button to generate the OTP. System will validate the calling number of customer with the number mentioned in ticket details from the system.

5.      If mobile number validation fails, agent will advise the customer to call from the same number mentioned at the time of booking the ticket. If number is successfully validated, OTP will be delivered on passenger’s mobile number which he would convey to agent.

6.      Agent will enter OTP on CRM and will click “Submit” button to process the cancellation. Ticket will be cancelled and refundable amount will be display on agent screen. Agent will communicate the same refundable amount to customer.

7.      Customer has to collect the permissible refundable amount across the PRS counter within the prescribed time limit.

(b) Cancellation through SMS to 139:

(i). User has to send PNR Number & Train Number to 139 in the syntax given below:

CANCEL<PNR Number><Train Number> to 139

Example: CANCEL 2303529769 12420
           
(ii). User will get below response from 139 after mobile number verification:

“Dear User, We have received cancellation request against PNR number 2303529769, OTP against this request is 123456. To confirm ticket cancellation send SMS OTP 123456 to 139.

(iii). User has to send OTP number received back to 139 for second level of confirmation.

OTP <OTP received on Passenger Mobile Number> to 139

Example: OTP 123456

User will get below response from 139:

“Dear User, Your ticket with PNR number 2303529769 has been cancelled, refundable amount is Rs. ----.”

(iv) Passenger has to collect the permissible refundable amount within prescribed time limit across the PRS counter.

Acceptance of International Debit and Credit Cards for payment for e-ticketing through IRCTC website

Purpose:

Ø      At present, only American Express International Credit Cards are accepted at IRCTC portal through American Express (AMEX) Payment Gateway.  Other International Cards are not accepted for payments as on date.

Ø      IRCTC will now permit other International Credit/Debit Cards issued outside India also for booking of e-tickets through IRCTC website.  These International Credit/Debit Cards will be used for payment through the payment gateway provided by M/s.Atom Technologies.

Conditions:

Ø      4% of transaction value (inclusive taxes as applicable) shall be levied for each transaction through the International Credit/Debit Cards. 
Ø      This payment option is available only when ticket is booked at least 2 days in advance of journey date.
Ø      This payment option is not available for booking of “Tatkal” or “Premium Tatkal” quota tickets.
Ø      This payment option is not available for booking of tickets in “Premium trains”.

Process:

Ø      Select the “International Cards powered by Atom” payment option present under ‘Payment Gateway/Credit Card’ category at payment page.
Ø      Input all the mandatory details for payment at the Gateway page, such as Card Number, Name, Expiry, CVV, Bank Name, mobile number, e-mail and address.
Ø      After submission of all the details, ticket will be booked in case of successful payment response received from the Bank/Payment Gateway.

Benefits:

Ø      Acceptance of all International Credit/Debit Cards will fulfil the longstanding demand of foreign tourists as they will be able to book e-tickets directly and will no longer depend on other Agencies for this purpose.

Troops being posted in high altitude areas are trained in ‘Basic & Advance’ skills in mountains and snow bound areas.  Troops posted in Avalanche Prone Areas’ are subjected to series of training in the field formation area.  Medical equipment exists in all posts to cater for emergencies. Best quality of winter clothing and equipment is procured to prevent weather related casualties.  Modern means of conveyance like snow scooters are utilized to ensure timely reaction to any eventuality and reduce fatigue.  A number of specialized equipment have also been deployed in the avalanche prone areas.
Weather conditions prevailing in the sector are closely monitored by the Snow and Avalanche Study Establishment stations at Sasoma and Srinagar.  The weather warnings issued are religiously followed in terms of restrictions on operation / administration related movement.
Adequate compensation is being provided to defence personnel deployed at difficult terrain in border areas in the form of Salaries and Compensatory Allowances in the form of Siachen Allowance, Highly Active Field Area Allowance / Field Area Allowance / Modified Field Area Allowance and High Altitude (Uncongenial Climate) Allowance depending upon the classification of area concerned.  These allowance are in addition to the Military Services Pay (MSP) being paid to Defence Services personnel.
Salaries paid to the Defence Personnel does not depend upon area of deployment and are same as per rank and structure.  However, certain allowances vary as per area of deployment and are also revised from time to time.
This information was given by Defence Minister Shri Manohar Parrikar in a written reply to ShriKunwar Pushpendra Singh Chandel and Shri Ashok Mahadeorao Nete in Lok Sabha today.

Manage your autocratic leader

A good leader can get things going for an organisation. However, leaders who go overboard while exercising power can hamper growth. Such people must be dealt with tact.


ET's Prachi Verma Dadhwal brings tips from experts on how to deal with autocratic leaders, given that there is scarcity of good talent at the top.


Create an Open System


It is important to have an organisation where more transparency and fairness is followed. There should be open flow of communication from top to bottom and vice versa.


"Let the voice of all the employees be heard through an open system, as this helps subordinates to use the fairness in the system to voice their concerns (against autocratic leaders)," said Vikram Gupta, founder of IvyCap Ventures Advisors.

Many companies are doing this through an online system, he said.


360-Degree Evaluation


It is important for firms to follow a 360-degree evaluation system. This would automatically keep a check on the autocratic leaders. This system should be fully supported with regular feedback sessions.


"If everyone is evaluated by their subordinates along with their bosses, autocratic leaders would be more careful," said Gupta.

Not Always Villains


There are times that organisations need autocratic leaders. It is up to the organisations on how they perceive the leaders and their objectives. An organisation should try to understand their agenda and even buy into their vision.


"Autocratic leaders are usually very competent and sure-footed, with a strong sense of what needs to be done and how to get it done," said Sunit Mehra, managing partner, Hunt Partners. It is better not to touch the autocratic leader, especially when he/she is delivering value in a tough business.

Time-To-Time Training


A continuous training programme is very helpful in reminding the autocratic leaders to be gentle to subordinates. They can be mentored or coached to look for milder mechanisms while dealing with their team members.


Also, use of social media crawler technologies to get early feedback on the leader can be used for training and coaching, said Gupta.

Informal Channel


Organisations should also spend time in informal relationships with all managers. The managers who are highly autocratic can be nudged to be tender to their team.


"In some situations, autocratic leaders can be very good for a company," said Mehra. Leaders can tend to get blind-sided, and so need inputs to deliver a more efficient result. Mehra said, "These inputs are best provided post office hours, and preferably over a drink or game of golf!"

CHQ News: Status on Supplementary DPC for promotion to the cadre of PS Gr. B for the year 2015-16

It is learnt from Directorate that supplementary DPC for promotion to the cadre of PS Gr. B for the year 2015-16 is delayed due to non receipt of APRs of 5 officers each from Rajasthan Circle and West Bengal Circle. 

Directorate vide memo No. 9-02/2015-SPG dated 02.03.2016 called for fresh vigilance clearance, statement showing details of pending punishment if any and attested copies of APARs from 2009-10 to 2013-14 from all circles by giving target date 10/3/2016, but till date Rajasthan and West Bengal circle has not submitted the requisite documents to Directorate and therefore supplementary DPC is badly delayed. 

It is requested to Circle Secretaries and members of Rajasthan and West Bengal Circle to meet ADPS (Staff) of their circle on 29-4-2016 and request them to submit the required and requisite information / documents as early as possible to Directorate. Actual ADPS (Staff) has to personally hand over the documents, records and APARs in person at Directorate.

CHQ News:- Preparation of Combined All India Seniority List of Inspector Posts for the year 2001 and onwards ....updates

All are aware that Directorate vide memo No. 7-1/2015-SPB-II dated 28/7/2015 directed to all circles to submit year wise list of Inspectors from 2001 onwards for preparation of combined All India Seniority List. As the Directorate has not received correct information from few circles and therefore reminder was issued on 30th December 2015 to all circles with a direction to submit the required information/documents in the prescribed format on or before 5/1/2016.

Today, it is learnt from Directorate that most of the circles have submitted the requisite information to Directorate and now staff of SPB division is busy in preparation of combined All India Seniority List of Inspector Posts from 2001 onwards.  While scrutiny of reports / lists received from circle, few mistakes / irregularities are noticed and same will be getting cleared over phone. So it is requested to all CS and members to appraise this to their circle administration and whenever telephonic call received from SPB division, the same should be attended promptly and resolve the doubts raised by Directorate staff on the spot.

Secondly, as per the request of our Association, Directorate is going to release draft seniority lists in phased manner very soon

Disclosure of information under RTI

As per guidelines dated 15.04.2015 issued by the Government of India, the Ministries/Departments of the Government of India and other Public Authorities are proactively working towards suo-motu disclosure of information on their websites so as to reduce the need for filing RTI applications.   
As per the Annual Report of the Central Information Commission (CIC), 75.27% of the Public Authorities have filed their Annual Returns to the CIC for 2014-15, which is higher than the figure of 72.54 % for 2013-14, indicating an improved compliance over the previous year.
With a view to maximize suo-motu disclosure by public authorities, Government has issued guidelines to all the Ministries/Departments of Govt. of        India on 15.4.2013. Government has further issued O.M. dated 29.06.2015 ensuring compliance to the recommended measures for strengthening implementation of Section 4 of RTI Act, by all public authorities.  Another O.M. dated 9.7.2015 has been issued for appointment of a nodal officer of the rank of Joint Secretary for implementation of Section 4 of RTI Act. 
The CIC has provided web based software known as RTI Annual Return Information System for uploading annual return online at URL http://rtiaar.nic/rtiar09/login.asp.
         The CIC has, from time to time, issued letters to various defaulting Public Authorities for submission of quarterly returns.
         This was stated by the Minister of State (Independent Charge) for Development of North Eastern Region (DoNER), MoS PMO, Personnel, Public Grievances, Pensions, Atomic Energy and Space, Dr. Jitendra Singh in a written reply to a question by Shri A. W. Rabi Bernard in the Rajya Sabha today.

Reservation in promotion

Extant instructions of DoPT provide that reservation in promotion by non-selection method is available to SCs and STs in all Groups i.e. Group A, B, C & D. In case of promotion by selection method, reservation is available to SCs and STs upto lowest rung of Group A. There is no reservation in promotion by selection within Group A. Reservation in posts by promotion under the existing scheme is applicable in which the element of direct recruitment, if any, does not exceed 75%. 

In accordance with Supreme Court judgment dated 15.07.2014, results of Limited Departmental Competitive Examination 1996 for Section Officer grade were revised by UPSC. Appellants, who were declared successful in the modified results of SO LDCE 1996, were included in SOSL 1996 by this Department. Later the benefit was extended to similarly placed SC/ST officers who were declared qualified in the modified results of SO LDCE 1996. On their inclusion in SOSL 1996, these officers have become eligible for consideration for promotion to the next grade (Under Secretary) on completion of eight years of approved service in SO grade i.e. they become eligible for consideration in USSL 2004 onwards subject to the size of the zone. A proposal for review of USSLs 2004 and 2005 has been forwarded to UPSC in which these officers have been included in the zone.

Review of performance of public servants

The Ministry of Personnel, Public Grievances and Pensions is aware that review of performance of public servants occurs only after attaining age of 50 years or completion of 30 years of service. As per Fundamental Rule (FR) 56 (j): 

“The Appropriate Authority shall, if it is in the opinion that it is in the public interest so to do, have the absolute right to retire any Government servant by giving him notice of not less than three months in writing or three months’ pay and allowances in lieu of such notice: 

If he is in Group ‘A’ or Group ‘B’ service or post in a substantive, quasi-permanent or temporary capacity and had entered Government service before attaining the age of 35 years, after he has attained the age of 50 years. 

(i) in any other case after he has attained the age of fifty-five years”. 

(ii) In addition, as per Rule 48 of CCS(Pension) Rules, 1972, at any time after a Government servant has completed thirty years' qualifying service, he may be required by the appointing authority to retire in the public interest, and in the case of such retirement the Government servant shall be entitled to a retiring pension provided that the appointing authority may also give a notice in writing to a Government servant at least three months before the date on which he is required to retire in the public interest or three months' pay and allowances in lieu of such notice. 

Further, as per Rule 16(3) (amended) of the All India Services (Death-cum-Retirement Benefits) Rules, 1958, the Central Government may, in consultation with the State Government concerned, require a Member of the Service to retire from Service in public interest, after giving such Member at least three month's previous notice in writing or three month's pay and allowances in lieu of such notice, - 

after the review when such Member completes 15 years of qualifying Service; or 

(i) after the review when such Member completes 25 years of qualifying Service or attains the age of 50 years, as the case may be; or 

(ii) if the review referred to in (i) or (ii) above has not been conducted, after the review at any other time as the Central Government deems fit in respect of such Member. 

(iii) The above provisions have been reiterated from time to time and recently vide DoPT’s O.M. No. 25013/02/2005-AIS-II dated 28.06.2012 and 03.08.2015, and O.M. No. 25013/1/2013-Estt.A-IV dated 11.09.2015. 

Disciplinary cases are conducted as per prescribed procedures. Normally, the details and monitoring of disciplinary cases is to be done by the respective cadre authorities. The Central Government has also from time to time been stressing on the need to complete disciplinary cases expeditiously and monitoring the same.
