UPU News:- Letter-Writing Competition winner honoured in Berne

Sara Jadid from Lebanon, the winner of the 44th UPU International Letter-Writing Competition, was in Berne on Wednesday at the Universal Postal Union to receive her prize from the Director General Bishar A. Hussein.

“'Jadid' means something new and bright, which Sara certainly is,” Hussein told an audience of international delegates and dignitaries.
For her part, Layla, Sara’s mother, who was also in Berne, praised the competition for encouraging literacy.
“In a world where children are glued to their devices, competitions like the UPU one play an important part in helping kids express them properly in writing,” the mother of eight said.
The Director General would agree. “We are likely to lose the passion for letter-writing if we do not keep these kinds of events and this spirit alive,” he said.
When Sara heard about the theme of the UPU’s 2015 Letter-Writing Competition – “Write a letter about the world you want to grow up in” – she was immediately inspired.
“I thought that it would be my opportunity to express myself,” she said as the world she wants to grow up in is not the world she sees around her.
Sara comes from a deprived area in the city of Tripoli in Lebanon and has been no stranger to war and conflict in her thirteen years.

Undeniable talent

Sara’s letter is a heartfelt appeal, “soaked with tears of despair”, to all those people working to destroy her dreams.
In moving language, the letter presents a detailed and poetic description of this dream world longed for by Sara.
With strong emotion, she condemns the hatred, war and sectarianism she has witnessed and imagines a new better world under “the moon of openness and the sun of freedom”.
“Beyond her undeniable talent, Sara represents the best that Lebanon has to offer, with her message of peace, hope and tolerance,” LibanPost CEO Khalil Daoud said at the ceremony. 
He spoke of the sacrifices Sara’s parents had made to provide a good environment for their children to grow and thrive.
LibanPost awarded Sara a cash prize, part of which will to contribute to her education over the next three years.

Giving thanks

Showing self-assurance and composure beyond her years, Sara addressed the Berne audience in French, Arabic and English.
She thanked her parents and teachers and spoke with great fondness of her five sisters and two brothers, paying tribute to their individual qualities.
Sara was accompanied on her trip to Switzerland by her mother, part of the UPU prize.
“I see you, my World, as a rainbow that appears after crises, in which no religion will conquer another and no skin colour will be superior to another. You are a world that transcends human conflict,” her letter reads.
In the future, Sara wishes for nothing more than to remain in her home country, complete her studies and work.

Inspiration

Her success has inspired many of her fellow citizens, according to Mansour Chaya, chargé des affaires ad interim from the Lebanese Embassy, Berne.
“Despite everything that is happening in Lebanon – two million refugees, and terrorists knocking at our door – we have this example of a young Lebanese sending a message of peace to the whole world,” Chaya told the gathering.
This year, 65 member countries submitted their winning letters from the national heats to the international round. Some 1.5 million children participated.
The international jury also awarded a silver medal to Miriam Campos Acin, an 11-year-old girl from Spain and the bronze to Silva Brito Leonardo, a 15-year-old boy from Brazil.

Government Sets-Up A Committee to Simplify The Provisions of The Income Tax Act, 1961

The Government of India has constituted a Committee with a view to simplify the provisions of the Income Tax Act, 1961, with the following composition:

            The Terms of Reference (ToR) of the Committee shall be as follows:

i)          To study and identify the provisions/phrases in the Act which are leading to litigation due to different interpretations;

iii)        To study and identify the areas and provisions of the Act for simplification in the light of the existing jurisprudence;
iv)        To suggest alternatives and modifications to the existing provisions and areas so identified to bring about predictability and certainty in tax laws without substantial impact on the tax base and revenue collection; and

            The Committee shall set its own procedures for regulating its work.  The Committee can also work in Sub-Groups and the draft prepared by the Sub-Groups can then be approved by the whole Committee. The Committee will put its draft recommendations in the public domain. After stakeholder consultations, the Committee will formalise its recommendations. The Committee can give its recommendations in batches. The First Batch containing as many recommendations as possible shall be submitted by 31st January, 2016.
             The Term of the Committee shall be for a period of one year from the date of its constitution.

I-T orders better monitoring of complaints by taxpayers

New Delhi, Oct 28 (PTI) In yet another directive aimed at enhancing taxpayer services, the Income Tax department has asked its customer care centres to effectively monitor email-based complaints of assesses and diligently send them to tax officers.

The new directive comes at a time when Indian Finance Minister Arun Jaitley unveiled two taxpayer-friendly initiatives of the department on Tuesday which envisage resolution of complaints without visiting a tax office and easy processes to obtain a PAN card.

Under the new instructions, the Aaykar Sampark Kendras (ASK) have been asked to forward emails received from the taxpayers to range in-charges who will subsequently send it to jurisdictional Assessing Officers (AOs) henceforth.

"The region heads will keep track of the complaints of their jurisdictions and hence will ensure better monitoring of the complaints," a senior official said.

As per earlier norms, these complaints were used to be sent to the AO but were not monitored at various levels of hierarchy, which will be done now.

In some cases, they were forwarded by the ASK to the AO through snail mail and not email, which will done in all cases now.

The ASKs or the I-T customer care centres, are meant to answer queries related to the status of Permanent Account Number and Tax deduction Account Number applications, procedure of filing of Income Tax and Wealth Tax returns, refund related grievances and for redressal of other general queries over phone calls or email.

"In order to provide quick resolution of taxpayer's grievance, wherever action is required to be taken by the officers in field formation, the Aayakar Sampark Kendra should forward the email to concerned Commissioner of Income Tax (Administration and Coordination) for onward transmission to respective jurisdictional Assessing Officers for necessary action.

"The taxpayer may also be informed so that he may do further correspondence with the concerned officer," a recent order issued by the Systems wing of the department said.

This wing is responsible for the operations of ASKs in the department. .

What you can do to pay lower premium for your term life insurance

Companies selling life insurance policies take into account various factors to arrive at a price i.e. the premium charged for your life insurance policy. Some of these factors are within your control while others are not. By controlling the factors that are within your ability to influence, you can try to become a relatively risk free investment for a life insurance company so that it charges you lower premium.

Here are the main factors that you can control to some extent.

1. Drinking in excess and/or smoking tobacco. Both these bad habits negatively impact your health and consequently increase your mortality risk. This is the reason why insurance companies ask about these habits before fixing the premium chargeable for your policy. If you smoke, you would pay much more premium for a life insurance policy than if you were a non-smoker. Also, if you drink too much the insurer will charge more to insure you.

2. Your occupation. If the type of job you do is a risky one such as deep sea diving, fire fighting, bomb demolition etc then your insurance premium is likely to be much higher than if you work is a regular office job. In fact, in some cases insurers may not be willing to insure you at all. Obviously, a dangerous profession ups your mortality risk substantially as compared to people who have regular office jobs.

3. Your health. Your state of health is a major factor determining your mortality risk and therefore your life insurance premium. Obviously, someone suffering from diabetes and high blood pressure is more at risk of passing away early than a person without any such health issues. Most insurers ask about your health status when issuing a policy because this is a premium-determinant. Further, majority of insurers insist that the policy applicant get a medical examination/test done in cases where the applicant's age is above a certain limit. Some may require this even for young applicants. Medical examination would also be required if a very high cover is asked for irrespective of the age of the policy applicant.

4. Tenure and value of policy. The longer the policy tenure and the larger the life cover being bought, the higher the premium will be. A 20-year policy tenure means that the insurance company will be covering the risk of your dying for a longer period. A higher cover or sum assured under the policy means that the company runs a higher risk in case of your death during the policy. If you find that the premium being quoted for your policy is too high then you can reduce one of these factors to lower the premium payable.

5. Obesity. Obesity i.e. being overweight beyond a certain level often leads to a number of diseases such as diabetes etc. This is likely to result in the insurance company raising your insurance premium.

6. Premium payment mode. Generally insurers offer you a choice of frequency of premium payment - single one-time payment, annual, bi-annual, quarterly and monthly. Your total premium outgo is likely to be less if you choose the single or annual payment options as compared to say the monthly option. The company not only saves on administrative costs with annual premium but also gets the money in advance for the full year, vis a vis the monthly payment option, which translates into a lower total outgo for you.

7. Riders increase premium. Riders are additional benefits on policies which can be bought for extra premium. Obviously these increase the policy cost. Therefore, carefully evaluate the need for a rider before deciding to buy it.

8. Purchasing online or offline. Premium charged for policies bought online tends to be less than what you would pay for the same policy bought offline via an agent or other intermediary. This is because online sales help insurance companies cut down on agent commissions, distribution and administrative costs. Purchasing online or offline depends on how much of customised advice you need in choosing a suitable policy.

Factors, which affect the level of your insurance premium but are beyond your control include:

1. Your age. The older you are when you buy a term life insurance policy the higher the premium. This is because the chance of dying or mortality risk increases with age. By and large, younger people are healthier but the probability of their health deteriorating increases as they get older. This is why your age is one of the first questions asked by an insurance company when calculating your premium.

2. Your gender. This also one of the main determinants of your policy premium. As per statistical studies women generally tend to live longer than men. This obviously impacts the female gender's age-related mortality risk. Therefore, other things being equal, a woman is likely to be charged lower premium than a man of the same age for the same policy.

3. Genetic factors. Being genetically susceptible to certain diseases such as diabetes, heart problems etc is also likely to push up your life insurance premium. Insurers ask questions about your family's medical history in order to see if such negative hereditary factors exist.

How much each factor affects your premium depends on the rating and underwriting method of each insurer. Therefore it is always advisable to compare premium quotes from different insurance companies. However, you should also compare the companies on parameters such as policy coverage, reputation, customer service record, claims settlement ratio etc and not base your decision on premium rate alone.

Postings for retired secretarys: Cabinet Secretary to head all search-cum- selection panels

The Cabinet Secretary will be the head of all search-cum-selection committees for choosing suitable candidates at the level of retired secretaries for appointment to any post or assignment. 

"With the approval of the competent authority it has been decided that henceforth Cabinet Secretary shall be the chairperson of search committee and search-cum-selection committee meetings wherever retired secretaries to Government of India are eligible for appointment to a post or an assignment," an order issued by DoPT said after it reviewed the existing guidelines. 

As per the earlier norms, a search committee should be constituted only for sufficiently senior posts at the level of Director or above, which require specialised scientific, technical knowledge and experience. 

A senior and distinguished academician may be invited to chair the committee constituted for a secretary-level post. 

As regards the constitution of search-cum-selection panels for posts in autonomous and statutory bodies etc., the guidelines stipulate that each ministry shall constitute a search-cum-selection committee with the concurrence of the Department of Personnel and Training (DoPT) for all appointments to the post of Chief Executives. 

Ministries or departments will have the discretion to choose the chairman of the Committee. They may, however, ensure that the person so chosen is distinguished and of sufficiently high standing commensurate with the level of the post for which selection is to be recommended by the committee, the rules said.

Mann Ki Baat: No interviews for non-gazetted government jobs, says PM Narendra Modi

From January 1 next year, there will be no requirement of interview for Group D,C and B non-gazatted posts in central government, Prime Minister Narendra Modi announced today as part of efforts to put an end to the menace of corruption in jobs.

In his monthly radio programme 'Mann Ki Baat', he recalled that he had suggested in his Independence Day address that the practice of holding interviews for recruitment at lower levels in governments could be done away with.

"The government has completed the entire process to do away with interviews for lower rank jobs. There will be no requirement of interview for Group D,C and B non-gazatted posts in central government. It will come into effect from January 1, 2016," Modi said.

He said the practice was being abolished since it bred corruption and the poor people were being looted by 'dalals'.

"People were getting robbed for getting employment and even when they could not get a job. It often crossed my mind as to why there was the need for an interview for small jobs. I have never heard of a physcologist who can evaluate a person during an interview of one to two minutes," Modi said.

He said abolition of the practice will particularly help the poor who would have to resort to "recommendations" or fall prey to brokers who made way with their money.

In his Independence Day speech, Modi had said he had seen youth often looking for 'sifarish' (recommendation) after getting an interview call. "Even poor widows are compelled to look for recommendations for interview of their children," he had said then.

Recently, Minister for Personnel Jitendra Singh had written a letter to all Chief Ministers asking them to identify such posts which could be exempted from interviews.

"The governments view is that the interviews should be discontinued for recruitment to junior level posts where personality or skill assessment is not absolutely required.

"The objective behind abolition of interviews for such posts is that it will curb corruption, ensure more objective selection in a transparent manner and substantially ease the problems of the poor and resourceless aspirants," he had said in his communication to the CMs.

Government doubles monthly bonus calculation ceiling to Rs 7,000

The Cabinet decided to double the wage ceiling for calculating bonus to Rs 7,000 per month for factory workers and establishments with 20 or more workers.

"The Payment of Bonus (Amendment) Bill, 2015 to enhance the monthly bonus calculation ceiling to Rs 7,000 per month from existing Rs 3,500 was approved by Union Cabinet here," a source said after the Cabinet meeting.

The amendment bill will be made effective from April 1, 2015. Now the bill will be tabled in Parliament for approval.

The bill also seeks to enhance the eligibility limit for payment of bonus from the salary or wage of an employee from Rs 10,000 per month to Rs 21,000.

The Payment of Bonus Act 1965 is applicable to every factory and other establishment in which 20 or more persons are employed on any day during an accounting year.

The bill also provides for a new proviso in Section 12 which empowers the central government to vary the basis of computing bonus.

At present, under Section 12, where the salary or wage of an employee exceeds Rs 3,500 per month, the minimum or maximum bonus payable to employees are calculated as if his salary or wage were Rs 3,500 per month.

TThe last amendment to both the eligibility limit and the calculation ceilings under the said Act was carried out in 2007 and was made effective from April 1, 2006.


This amendment in the Act to increase wage ceiling and bonus calculation ceiling was one of assurances given by the Centre after 10 central trade unions went on one-day strike on September 2.

The government had hinted at meeting workers' aspirations on nine out of 12 demands submitted by the unions.

Pay Commission to submit report soon

Seventh Pay Commission is ready with its recommendations on revising emoluments for nearly 48 lakh central government employees and 55 lakh pensioners, and will soon submit report to the finance ministry. 

Earlier in August, the government had extended Commission's term by another four months till December 31 to give recommendations. 

"The Commission is ready with recommendations and the report will be submitted soon," according to sources. 

The Commission, whose recommendations may also have a bearing on the salaries of the state government staff, was given more time by the Union Cabinet just a day before its original 18-month term was coming to an end. 

Headed by Justice AK Mathur, the Commission was appointed in February 2014 and its recommendations are scheduled to take effect from January 1, 2016. 

The government constitutes the Pay Commission almost every 10 years to revise the pay scale of its employees and often states also implement the panel's recommendations after some modifications. 

As part of the exercise, the Commission holds discussions with various stakeholders, including organisations, federations, groups representing civil employees as well as defence services. 

Meena Agarwal is the secretary of the Commission. Other members are Vivek Rae, a retired IAS officer of 1978 batch and Rathin Roy, an economist. 

The Sixth Pay Commission was implemented with effect from January 1, 2006, the fifth from January 1, 1996 and the fourth from January 1, 1986.

OROP, Pay Commission will not impact fiscal deficit: Sinha

Implementation of One Rank One Pension(OROP) and increase in salary bill due to 7th Pay Commission will not strain government's fiscal position, minister of state for finance Jayant Sinha on Monday said. 

"I think we are in a very good shape as far as fiscal management is concerned. That was appreciated by all economists," he said while interacting with reporters after a meeting of economists which was chaired by finance minister Arun Jaitley at NITI Aayog. 

He made it clear that the government's fiscal position is strong enough to bear the impact of OROP and implementation of 7th Pay Commission. 

OROP is likely to result in an outgo of Rs 8,000-10,000 crore this fiscal. The 7th Pay Commission report in December is expected to recommend a hike in salary of central government employees. 

The pre-Budget meeting discussed various issues, including agriculture productivity, job creation and fiscal expenditure. 

"We had some of India's most eminent economists and commentators there. Obviously, it is very early in the cycle to start the consultation. But we felt that if there were good ideas, we could incorporate them even in this fiscal year. Obviously, for the preparation of the current budget, we could begin the work on that right now," he said. 

"It was very good interaction and we look forward to incorporating much of this for this fiscal year as well as coming fiscal." 

There were several topics that came up, Sinha said, adding that "one very important topic that we spent time on is agriculture and what we could do to increase productivity in agriculture". 

The meeting also dwelt at length on fiscal expenditure and how to ensure fiscal expenditure, particularly public investment, could be as productive as possible. 

"Third major area that we spoke about is obviously the financial sector... more credit for agriculture, MSMEs and what could we do further to strengthen our banks. The final area that we also spent time on is how to ensure we are able to create more jobs for young people, whether it is in the manufacturing sector or the service sector," he said. 

NITI Aayog Vice-Chairman Arvind Panagariya, Chief Economic Adviser Arvind Subramanian and Reserve Bank Deputy Governor Urjit Patel were present. 

Besides, the meeting was attended by Finance Secretary Ratan P Watal, Economic Affairs Secretary Shaktikanta Das, Revenue Secretary Hasmukh Adhia and Financial Services Secretary Anjuly Chib Duggal. 

Economists such as Subir Gokarn, director of Research at the Brookings Institution India, Ajit Ranade, chief economist, Aditya Birla Group, and Rajiv Lall, vice-chairman IDFC Ltd, also participated.

Sangam stamp on postal history

ALLAHABAD: From horsecart mail service to railway and air mail, postal services have come a long way. Yet, it all started in the holy city of Sangam.

In fact, the first horsecart mail service was started by city-based trader Lala Thantimal about 175 years ago. Thantimal's business was spread up to Kanpur and for better communication with traders, he launched the service on a trial basis. Soon enough, other traders had started sending mails through his service.

For a better perspective on how long ago that was, Postal Services director Krishna Kumar Yadav said the horsecart mail service was started between Allahabad and Kanpur in the year 1841, a year after the release of world's first postage stamp in Great Britain.

"There were 'daak harakkaras' who travelled along with the cart through forests. They carried a bell on their belt and a spear for protection. Thantimal later spread the service to Kanpur and Kolkata," Yadav said.

World's first air mail also kicked off from Allahabad 1911. A plane carrying about 6,500 letters took off from the Polo Ground and landed near Naini Railway Station after 13 minutes. Yadav said as per records, a Colonel Windham had sought the permission of then chief of posts to send letters through air mail. The postal services director, who has authored a book on India Post, said a railway sorting section was started on the Allahabad-Kanpur route for the first time in 1864, which eventually emerged as Railway Mail Service.

Keep MPs, MLAs out of OBC creamy layer

A parliamentary panel on OBC welfare has taken exception to the proposal that elected representatives be included in the "creamy layer" ineligible for Mandal reservations in central jobs and educational institutions. 

It also demanded that the income ceiling to weed out the "creamy layer" from quota benefits be raised to Rs 20 lakh annually. The present ceiling stands at Rs 6 lakh, while a hike has been proposed to Rs 10.5 lakh. 

The twin demands reflect the unease of backward politicians over the recommendations of the National Commission for Backward Classes (NCBC) to the Centre for the periodic review of "creamy layer". 

In a first, the 'parliamentary committee on welfare of OBCs' recently took up the NCBC report for a thorough discussion and expressed dissatisfaction with its proposals. It is reliably learnt that it has asked the NCBC to withdraw and reconsider the report (which TOI reported exclusively in a series of articles in May). 

According to sources, the discussion was stormy as members argued that the stringent restrictions of "creamy layer" were responsible for the OBC presence in government being less than half of the 27% quota in operation for over two decades. 

The tug of war revolves around the NCBC's radical suggestion that past and present MPs and MLAs should not be eligible for reservation, arguing that election to "high offices" like legislatures showed that the said individual had achieved "social elevation" to fall in the "creamy layer". 

The NCBC has also proposed that wards of a 'Class I' officer in state/Centre be excluded from reservation benefits, irrespective of the officer being a "direct recruit" or a "promotee". Presently, only "direct recruits" fall in the "creamy layer". 

At the meeting, the members of the OBC parliamentary panel questioned how elected representatives could be put in the "creamy layer" when not all of them were educated or rich, and were elected for a short term. 

Citing the low figures of OBC workforce in the government, the MPs lamented that it had not reached even half of 27%. 

In this context, the panel members argued the NCBC's suggested income bar of Rs 10.5 lakh was restrictive as it would keep out a big chunk of backwards from availing quota. The red flag is significant since the present income bar stands at Rs 6 lakh. 

According to them, the leap in education costs makes the present and the proposed income ceiling incongruous with the competitiveness expected from OBCs to avail quotas. "The income for creamy layer should be Rs 20 lakh annually," the panel said.

Under the provisions of Article-46 of the Constitution of All India Association of Inspectors and Asst. Superintendents of Posts, it is hereby notified that a meeting of the Circle Working Committee of the Association will be held on Sunday, the 15th November, 2015 at 10.30 hrs at Postal Recreation Club (PRC) of Bhubaneswar GPO.  

The agenda for the meeting will be as under:

1.   Confirmation of the proceedings of the last CWC.
2.   Brief on development of various issues in the Circle / agendas taken up at Circle / RO level.
3.   Issues to be taken up with Administration.
4.   All India Conference scheduled to be held on 13th and 14th February, 2016 at Jaipur (Rajsthan)
5.   Next Biennial Conference of Circle Branch
6.   Organizational and Financial Review.
7.   Any other item with the permission of the Chair.
